That makes sense to me. The top dogs have always trained their minions, so that’s nothing new, and before they used to castrate them to ensure proper behavior in their harems and such, so maybe chemically castrating the majority of them is an improvement? For some reason when I think of Putin that old Rush song pops into my head, Tom Sawyer, remember that one? Not sure why, will have to pull it up on YT now to figure that out!
